The inscription SPQR (Latin: Senātus Populusque Rōmānus, "The Roman Senate and People", or more freely as "The Senate and People of Rome"; refers to the government of the ancient Roman Republic.
There is a second version,
Senatus Populus Quiritium Romanus that is the senate and the Roman people of the Quirites, indicating the whole of the Roman people, in a political and civil sense. The quirites were the citizens of ancient Rome.
It is an acronym that we often find on ancient Roman monuments. Different meanings have been attributed to it over time. A legend anticipates the acronym SPQR to the royal period and makes the Sabines authors, who would thus have intended to emphasize their power.
Would the acronym stand for Sabinis Populis Quis Resistet? that is, Who will be able to resist the Sabine people? Defeated the Sabines, the Romans would then use the same initials to solemnly affirm their authority.
Subsequently, the acronym has always been the subject of different interpretations, according to the mood, the political climate and the pope of the moment. In a fifteenth-century document we find five versions:
Sapiens Populus Quaerit Romam: A wise people love Rome.
Stultus Populus Quaerit Romam: A foolish people loves Rome.
Senex Populus Quaerit Romam: A people of old love Rome.
Salus Papae Quies Regni: Salvation of the pope, tranquility of the kingdom.
Sanctus Petrus Quiescit Romae: Saint Peter rests in Rome.
A leap of four centuries, and we arrive in the Rome of Belli. In a sonnet of the Commedione, a commoner updates the acronym: "Solo Preti Qui Regneno".
An acronym that has adapted to the times and seasons.
